Detroit Lakes, Minnesota

            A special meeting of the City Council was called to order in the Council Chambers of the City Administration Building at 5:00 P.M., Tuesday, November 15, 2005, all members of the Council having been duly notified of the meeting and the business to be transacted.

 

            Present:            Mayor Larry G. Buboltz; City Administrator Richard Grabow;  Finance Officer Louis Guzek; City             Engineer Gary Nansen; Street Commissioner Roy Estes and Public Utilities Superintendent Curt Punt. 

 

            Aldermen:         Anderson, Aune, Brenk, Hannon, Heltemes, Imholte, Tollefson, Tucker and Zeman.

 

            Absent:             City Attorney William Briggs; Community Development Director Larry Remmen; Assistant City Administrator

                                     Lynne Krieger; Liquor Store Manager Bradley MacMaster; Building Official Calvin Mayfield and Fire Chief

                                     Jeffrey Swanson.

 

            Pursuant to notice having been published in the official newspaper that the City Council, this date, would hear public comment on the transfer of an on-sale intoxicating liquor license and on-sale Sunday intoxicating liquor license from Fireside of Detroit Lakes, LLC to Fireside of Detroit Lakes, Inc. (Tom Hanson) for the period November 28, 2005, through December 31, 2005, the Mayor called the hearing to order at 5:00 P.M.  Alderman Heltemes voiced his concern about the ongoing parking issue at the Fireside.  There being no oral or written comments, Mayor Buboltz closed the hearing at 5:03 P.M. and reconvened the regular Council Meeting.

 

            Upon the recommendation of the Liquor/Gambling Control Committee, a motion was made by Alderman Aune, seconded by Alderman Anderson and carried, without a dissenting vote, approving the transfer of an on-sale intoxicating liquor license and on-sale Sunday intoxicating liquor license from Fireside of Detroit Lakes, LLC to Fireside of Detroit Lakes, Inc., for the period November 28, 2005, through December 31, 2005.

 

            City Engineer Gary Nansen summarized the project explaining that Becker County is proposing to make street improvements on County State Aid Highway 24, from County State Aid Highway No. 22 to Long Bridge and the County would like a recommendation from the City Council as to whether a six foot sidewalk should be constructed along the north side of County State Aid Highway 24 in conjunction with the proposed street improvements.  Mr. Nansen advised that a public information meeting was held earlier in the year and at that meeting objections were raised about loss of trees and concern about several garages being close to the right-of-way already.  Mayor Buboltz opened the meeting up for comments.  Carl Oberholtzer, 1728 Long Bridge Road, expressed his concern about losing trees.  Mayor Buboltz made note of three written objections from James and Naomi Schmidt, 1712 Long Bridge Road, Bruce Hornbacher, 1310 Bayridge Drive and Tim and Terri Green, 1306 Bayridge Drive.  There being no further comments, a motion was made by Alderman Imholte, seconded by Alderman Hannon and carried, without a dissenting vote, to recommend to Becker County to not construct a sidewalk in conjunction with the County State Aid Highway 24 Project.

 

            Upon the recommendation of the Public Utilities Committee, a resolution was introduced, by Alderman Tollefson, who moved its adoption, establishing new 2006 and 2007 Electric Rates.  The motion for the adoption of the resolution was seconded by Alderman Imholte and carried without a dissenting vote.  Mayor Buboltz declared the resolution adopted.

 

            There being no further comments to discuss, by general consent, the Mayor adjourned the meeting.  (5:20 P.M.)
