CUSTOMER APPLICATION AND APPROVAL

OFF-PEAK ELECTRIC HEATING

Minimum Requirements: Available to electric heating customers with acceptable dual fuel or electric storage heating systems capable of maintaining living or working temperatures throughout the heated area for 10 continuous hours during controlled periods. All such systems shall require approval by the Detroit Lakes Public Utility Department (DLPUD) prior to service.

General Requirements and Conditions:

·         Off-peak connected electric heating load to be controllable by the DLPUD shall not be less than 8 KW per installation, unless previously approved through the application process by the DLPUD.

·         All off-peak electric heat shall be utilized as a primary heat source being in regular and continuous use during each heating season. DLPUD will generally require from .9 to 1.25 watts of electric heat per cubic foot being installed in the areas of a home or building designated as the off-peak heated area.

·         Off-peak service shall qualify for an off-peak rate when metered separately from the customers primary metering. No off-peak metering shall be allowed to be subtractive from the customers primary metering.

·         No uncontrolled electric heat source shall be allowed to be installed in any areas of a home or building designated as the off-peak heated area, except for a total of 1000W to be used for heat in bath areas only. This 1000W is to be wired to the main house panel and does not receive the dual-fuel rate.

• The applicant agrees to install and maintain an approved dual fuel or electric heat storage in conformance with the current DLPUD Electric Service Regulations. The primary source of heat shall be electric. The secondary heating system must be capable of providing total heating requirements with automatic transfer during control periods.

• During peak electric demand periods, the applicant agrees to allow the DLPUD to control the primary electric heating system. The DLPUD will also control any other electric load or group of loads as may be approved through the application process by the DLPUD.

• The applicant agrees to allow the DLPUD the right to inspect the installation of the dual-heating system and the right to periodically inspect the operation of the system. The applicant agrees to hold the DLPUD harmless for any responsibility related to the operation of the dual-heating system and other controlled loads.

• The applicant agrees that tampering or installations not in conformance to the DLPUD’s Electric Service Regulations shall be grounds for immediate removal from the off-peak service rate. All energy used between the last inspection and discovery of the tampering or installation error shall be billed at the current residential/commercial rate in effect. This shall also include any installation of off-peak electric heat, which is not found to be the primary heat source for the area intended and in regular use during any heating season.

Secondary Heating System Requirements:

• Dual fuel installations shall have an alternate backup fossil fuel system based on 3.0 to 3.5 BTUs per cubic foot of heated area. Such system shall also be specifically designed to heat only the off-peak electric heated area being controlled and must be capable of starting and operating automatically during control periods.

• Storage heat installations shall typically be required to have approximately 2 watts storage heat per cubic foot of heated area. All concrete floor type storage shall be required to have the heating cables or tubing installed in a sand base at 3-4 inches below the concrete floor.

• Off-peak electric heating systems with no dual fuel or storage heating systems may be allowed in shops or garages where there are no living areas or water lines.
